People don't know what streets were like prior to automobiles.
Horse poop and urine was everywhere and paving stones helped pedestrians keep from having to walk through urine rivers.
Then there were the sick and dead horses in the street needing moving.
Can't there be fines on people who don't clean up their or their dog's poop?
