THey've been fighting over this for at least a decade. It's a stupid plan - for example, it doesn't go to Waikiki, because the taxi drivers didn't want to lose all of their business between the airport and Waikiki. So tourists (who are almost all in Waikiki) aren't likely to use it.
Hawaii has such a car culture that I think getting people out of their cars to use a system like this will be very difficult. And as the ad shows, it will be ugly indeed.
And ruinously expensive, as per information on the website I linked in the post. Like the Central Subway and the CHSR project, a cost/benefit analysis shows that the Honolulu project doesn't make sense.
