What the document shows is the complete list for them to choose from to be put on hold to use funds for the wall. It may have been put out in FEB which obviously the date is all you have to talk about but that's the list.
However your post says the children of military members are paying for it. They made the choices off that list and began to fund the wall last week. The money diverted wasn't assign to any projects as no projects had been started anyway, only in planning. And the only cut remotely close to children was putting an elementary school on military base in Europe on hold that wasn't even in planning. It was just an idea of a school.
This dumb ass post including your comment. Which is the result of not reading anything and posting whatever makes you feel good then giving yourself a pat on the back. I'm sure you print out what you feel are amazing comments you have made on your blog and framed them. Probably have them hung up on your living room wall as we speak.
