Which essentially means congress can pass a law to prohibit a president's corrupt use of his authority. Therefore it's not a lie. It's 100% true that Mueller did not leave it up to congress. He wasn't suppose to. But seems no liberal including yourself seems to know what that means. What was your statement the other day? "Remedial reader alert"? Such a perfect fit.

You agree that our president is "corrupt"? Mueller refused on a technicality to indict Trump for obstruction of justice, while itemizing the many ways he did just that. Nixon was impeached for the same thing, and he would have been prosecuted after he left office if not for President Ford's pardon.
Trump has always been a crook and a cheat, which more than a dozen remaining investigations will tell us in more detail, particularly about his financial relationships with Russian oligarchs and his money laundering.
Trump is corrupt in "countless" ways, as his press secretary might put it.
