Bullshit. Newsom has never been a fanatic, but he won't stray far from conventional wisdom on an issue. The real issue here is whether/how much the state can override a city's ability to control its own zoning. This will be thoroughly litigated, so we'll eventually find out. But one wonders if even the litigation will be politically sustainable.
