The bicycle commuter count is down 7%, and women aren't eager to join the guys in the bike revolution. Maybe dogs can be drafted. See Hoodline: 'Raise The Woof' At PUBLIC Bikes This Saturday.
They're probably smart/dumb enough to go for it. If dogs can ride skateboards, why not bikes?
After all, parents here in Progressive Land want to get their children on bikes. Why not their dogs?

At one time I was a member of the SFBC. The reason I left was that they had had online voting for Mayor (this was years ago) to determine who the organization would endorse. Then they refused to publish how the voting went. They just showed their endorsement without how the members voted. I figured that such an non-transparent organization spoke volumes about their collective character. Particular the women that was the head of it at the time, Queen leah shahum.
Shahum's departure was well-timed. She probably knew that the Bicycle Coalition had to update and validate its membership list to retain its non-profit status, which meant the number of actual members had to shrink significantly. And then there was last year's revolt of the membership against the top-down rule that made it difficult for those outside the ruling cabal to challenge the leadership. Since she left, the last bicycle count report shows an actual decrease in commuters on bikes. See also this and this.
