When thinking of Israel, I'm reminded of the phrase "Never again!", which leads us to this:

Yes, that exemption was another bit of stupidity by Democrats, like the dumb high-speed rail project. The bike zealots have always had contempt for the law in general, as evidenced by their individual behavior in city streets.
CEQA rightly treated bike projects like any other project that impacts the environment, but cyclists are so special they don't have to follow no stinking laws.
