After months trying to understand the available evidence and forecasts from the California High-Speed Rail Authority (CHSRA), our general conclusion is that there is little if any chance the system will pay for itself. Without independent access to the CHSRA’s financial model, several of the authors built a surrogate model based on the assumptions stated in the CHSRA’s 2009 Business Plan, with particular focus on the issue of ‘if and when’ the CHSR might achieve positive cash flow. This ‘Warren Model’ of CHSR’s prospects for being financially self-sustaining assumes the point of view of the State of California’s obligations, not the Authority’s view that it can ‘off-load’ its financial obligations to other entities.
The model finds that unless the Federal Government supplies the CHSR with the complete package of $19 billion of grants towards the supposed $42.6 billion of capital costs currently needed, the CHSR will never achieve positive cash flow.
Any other finance scenario will require visible or seriously large debt servicing. Debt servicing becomes an operating expense. Therefore, if built, the CHSR will require a continual and reliable subsidy, now referred to by the CHSRA as a ‘revenue guarantee.' The authorizing legislation for the system, AB3034, explicitly prohibits such a subsidy. Meanwhile, the CHSRA commissioned the Infrastructure Management Group Inc. to outline how to interpret a revenue guarantee as something other than an operating subsidy.
In this Review, numerous scenarios are analyzed to show the sensitivity and magnitude of the peak cumulative negative cash flows to various combinations of financing, various degrees of successful operating results, and the ‘guaranteed’ or ‘at risk’ returns for the private equity investor.

The Director of High-Speed Rail at the International Union of Railways (IUR) stated that only two segments of two high-speed rail systems in Europe and Japan break even. A 2004 DOT study, then a Congressional Research Service study reconfirmed this. In 2009Amtrak’s Inspector General documented the onbalance sheet and off-balance sheet subsidies European rail operators receive. Recently a World Bank report said the same thing. This reality should have been reflected in the CHSRA’s 2008 promotion of Prop 1A. CHSRA’s negligence of these facts is neither understandable nor excusable.

Even with a State of California guarantee, the future of bond sales is questionable. State Treasurer Lockyer said, “I would be reticent to try to go to market to issue bonds to finance the state’s share. The only discretion I have is to say, ‘You can’t sell this.’”

This totals about 11% of the currently estimated $42.6 billion projected cost. We have found no provision for financing above that projected cost.

The United States’ risk capital providers, of which California-based companies are leaders, have not come forward in the past 23 months for the CHSR. This suggests there is little appetite for either a guaranteed or nonguaranteed return on investment in the CHSR project. Given the State’s continued budget shortfalls, investment in California State projects, particularly of the order of magnitude of Phase I of the project (the segment between San Francisco and Los Angeles, without the Oakland, Sacramento or San Diego destinations) entails far greater risk than normal. Moreover, our analysis suggests the risk-adjusted return profile of CHSR will be highly unattractive to private investors. This further undermines the project’s financial plans.

Even if the Great Recession had not happened and the Federal Government was not purposely and rapidly increasing its debt through fiscal stimulus, the State’s profligate spending even in ‘good times’ has put it at a disadvantage relative to other borrowers. Add to that the new dimensions of increased scrutiny by the State Treasurer and the SEC, and California will be hard pressed to attract bond buyers.

Discussions by the CHSRA with sovereign financiers (such as China, France, Germany or Japan), or such sovereign financiers in combination with foreign builders, operators and private financiers, could be a dangerous foray into using ‘creative financing’ to fund CHSR. This could result in an excessively leveraged CHSR if the projected federal and city/county grants are indeed supplemented by foreign loans requiring ongoing debt service payments. What could be helpful to get the CHSRA’s project built may be bad for California in several different ways.

The CHSRA predicted 600,000 jobs would be created over the course of the CHSR construction period. Whether that is 60,000 jobs for ten years or 600,000 for one year or some other possibility is not defined. The CHSRA forecast of 450,000 permanent jobs is unsubstantiated by either methods or evidence presented in the CHSRA’s reports.

In August 2010, there were 15,968,000 jobs in California while there were 239,586 active State of California employees. To claim a train would create twice the number of employees as the entire State government, whether engineers, maintenance workers, local coffeeshop owners or rental car agencies is highly questionable.

Reading this report is not enough, since it only tells you folks what you want to hear. If you're serious about public policy, you have to read stuff you don't agree with.
Why do I suspect that you haven't read this report? Of course it's "not enough" to read one report. You should also read the CHSR website, and here's a blog that supports CHSR. But I don't find any answers on either site to the questions raised by this report, especially about the money.
Even if the project gets all of the $19 billion in Federal money---unlikely now that the Republicans control the House---it seems even more unlikely it will get $10 billion from selling the CHSR bonds, which aren't marketable as the project stands. Nor is the State of California going to be able to help, since it has a budget deficit of $25 billion. And, as the report points out, the notion that cities and counties are going to chip in $4-5 billion is fanciful, since every political jurisdiction in the state is swimming in red ink.
But the biggest illusion the project is based on is that private investors are going to invest $10-12 billion in a project that has no serious business plan that shows it can ever make any money. Investors are kind of picky about making money on their investments.
Recall that the CHSR project was sold to state voters on the fraudulent premise that it wouldn't cost taxpayers a dime. Hence, it's unlikely that those taxpayers are going to turn around and allow the state to pay the service on the bonds.

No, I hadn't read this site before, but it wouldn't have been very helpful if I had, since it's nothing but a website for a trade association group---that is, an organization that lobbies to get high-speed rail projects built, with an office in Washington, D.C.
Major contractors have their ads lined up on the homepage.
The site does have a link to a CALPIRG report on high-speed rail's prospects in California, but it's a puff piece, with most of its "evidence" from European rail projects. The report sees the benefits to California primarily a jobs program and incentive for development around the stations and along the train line. It doesn't address any of the serious financial issues raised by the report I link.
This group is simply a front for homeowners on the Peninsula who purchased land on the cheap on an active railway - cheap because it was on an active railway - and are trying to shut it down to profit. The report - as are all of theirs - are riddled with strawmen and inaccuracies.
Bullshit. Why don't you provide some specifics, like on the money issue? The CHSR boosters inflated ridership numbers (100 million passengers!) and low-balled future ticket prices (only $55!) before the election in 2008. After the election, the passenger numbers came down (a still-inflated 39 million) and ticket prices soared ($105 one-way between LA and SF),
The problem CHSR has is that the law authorizing the project (AB3034) forbids the state from subsidizing the system, which makes the whole plan completely unworkable. The $10 billion bonds authorized in November, 2008 are unmarketable, since CHSR has no credible business plan that shows it will ever make any money, and the state is legally prohibited from making a "revenue guarantee" that would reassure private investors.
Governor Brown should pull the plug on the project by telling CHSRA that it won't get any more state money for this boondoggle. The Feds kicked in some money for the Central Valley Train to Nowhere, but that's likely all it's going to get from that source, especially now that the Republicans have control of the House. To their credit, the Repugs are a lot less enamored of this Democratic Party pork than the previous Congress.

I started reading what looked like a compelling argumentation, and decided to fact-check a couple of things - like the "empirical evidence" suggesting a SF to LA ticket would be priced around $190 o/w, based on French and Japanese examples.
Paris to Marseille tickets are priced between €17 & 150 euros, depending on comfort (first or standard) and how long in advance you buy it.
$190 is therefore the maximum price someone would pay if European-style pricing was 'empirically' applied. Currently, American charges $1,013 for such a ticket (last minute, flexible First class ticket from SFO to LAX).
In general, costs of flying are quite similar in the US and Europe: carriers cash in around 13cts per seat for each mile they fly on both sides of the Atlantic on domestic routes.
Therefore, as long as we are talking about air/train competition, from a price standpoint, customers should not react differently: if train is priced in California like it is priced in Europe (an average of $100 for a long trip is a reasonable comparison point), then people should behave similarly.
Of course, I'm just talking price: I just hope that the other topics have been studied more seriously than this one, as it would otherwise cast doubts on the conclusions of this paper.

Not clear where you got the numbers you're citing. The authors have a useful analysis of the CHSR ticket prices on pages 56-60.
The real compeitition for HSR in California is of course airlines between LA and SF. (Driving is also a serious competitor from a strictly money standpoint if time is not the main consideration.)
The CHSR authority pegged their $105 ticket price for SF to LA at 83% of the airfare, but their calculations ignore the fact that airlines can and do engage in price wars by sometimes lowering ticket prices radically. The authors cite a Southwest Airlines ticket price of $54 between SF and LA.
The HSR system has no source of income except ticket sales, which for public transit usually cover only 39% of a system's operating expenses (with Muni fares only cover 25% of costs!). Their ticket prices must be high enough to pay for operating the system---fares of course will never pay for the costs of building the system---and low enough to make sense for travelers.
The real kicker is that the state is prohibited by the terms of Prop. 1A from subsidizing the system once it's built, unlike every other transit system in the country (Amtrak is subsidized with $1 billion a year in federal money).
