I reviewed the packet. I see that they are still claiming that the center-center option is somehow superior to the others (except the loss parking). This totally whitewashes the fact that pedestrians will have three lanes to cross before getting a refuge (instead of two) and that Muni will be able to operate buses with left handed doors in the corridor (which means that any buses currently in the fleet with no left handed door buses will be useful -- and interlining will be much tougher).
I don't think the report takes the position the center-center (Alt-5) is superios to center-side (Alt-4). If anything, it seems to suggest center-side is somewhat preferable, as it allows BRT to pass local buses and doesn't require traffic to shift to the right in order to create the left turn lanes. In this configurations, pedestrians will only have to cross two lanes and right-hand doors are still the standard.
