Octavia Boulevard: "Gateway to a new template"

From where I was standing at the ceremony to open up Octavia Boulevard and the new freeway ramp on Market St., the traffic noise often drowned out the speakers---before either Octavia Blvd. or the freeway ramp on Market St. were even open. And it only took the normal Market St. traffic to make enough noise to do that.

If it was noisy today, how much noisier will it be when thousands of cars arrive in the neighborhood starting next week? Not to mention the air quality---diesel fumes, carbon monoxide, etc. Making the best of a bad bargain is one thing, but all the hype and wishful thinking about the new Octavia Blvd. is just that, I'm afraid.

Gordon quotes the head of the Transportation Authority: "There's no question that this is going to be better." Better than what? Better than a poke in the eye with a sharp stick, perhaps. Whether it will be "better" than the freeway is the question, though the Central Freeway was indeed a monster and shouldn't be a hard act to follow. The shadows and the hookers---and, by the way, all the parking under the freeway overpass---are gone, but the through-traffic will now be on ground level, coming through the heart of the neighborhood in six lanes.
Robin Levitt, bike zealot and pro-development HVNA member: "When the freeway disappeared, so did a lot of the problems...Now the neighborhood feels like a neighborhood." This is mindless boosterism, since the neighborhood has yet to experience the effects of all that traffic. Levitt doesn't seem to understand what thousands of cars a day will mean to that area.
District 5 Supervisor Ross Mirkarimi, in suit and tie, made an entrance riding a bike with members of the Bicycle Coalition. Does anyone think that Mirkarimi rides a bike to work at City Hall from his home in the Western Addition? Not really. So what does the bike symbolism mean? Nothing much, really, except still another sign that Mirkarimi and the city's bicycle community have a symbiotic political relationship. The Bicycle Coalition gave Mirkarimi its endorsement in last year's D5 campaign, not bothering with the IRV thing that involved choosing three candidates. Like a lot of city progressives, Mirkarimi thinks riding a bike in the city is a great idea---for other people.

Former Mayor Agnos pointed to the demolition of the Embarcadero Freeway and the economic benefits that resulted for that area as a precedent for the new Octavia Blvd. But the Embarcadero wasn't a residential neighborhood like Hayes Valley, and there was already a wide boulevard-like street running the length of the wharf area.
Patricia Walkup, another pro-development neighborhood "activist" with HVNA, is quoted by Gordon in words that should send dread rippling through her neighborhood: "We've only just begun...In another five years you'll see as much change as you've seen in the past five years."
Yes, indeed, the 900 units of new housing are yet to be built on the old freeway parcels. And the Market/Octavia Neighborhood Plan pushed by Walkup and a pro-development Planning Dept. is paving the way for residential highrises in the area, along with 6,000 additional housing units planned for that unfortunate part of town.

The progressive fantasy about Octavia Blvd. and the Market/Octavia area provides more evidence that city progressives often fail to see the plain realities in front of them: They failed to comprehend the city's homeless crisis---and how upset voters were about it---until Gavin Newsom swept in and used the issue to get himself elected mayor; Graffiti/tagging is supposedly an "art" genre that continues to deface much of the city; Chris Daly's Rincon Hill deal is somehow a bold stroke on behalf of affordable housing in the city, though in fact it means encouraging thousands of highrise condos for the rich; and bicycles could/should be a serious transportation "mode" in a city that, according to the DMV, already has 464,903 registered vehicles. (A consequence of the bike delusion: The Board of Supervisors voted unanimously to make the 400-page Bicycle Plan part of the General Plan with no environmental study, not even a measly Neg. Dec.).
And now the six lanes of freeway traffic on the new Octavia Blvd. somehow translate into a "Parisian boulevard"? Merde!

So Rob,
you're anti-bike, we all know that. You're anti-traffic, or at least, you know how loud and ugly it can be. You're anti-gentrification, as it brings more cars, and crass rich people who don't ride the bus. You're anti-housing building, because only the rich will buy and it'll mean more people bumping into you...
while I've never heard you say what you're *for*, can I glean from these posts that you're for putting a fence (or a time warp) around SF and throwing away the key? "SF only for us who've been here when it was just us!" ?
No, you can't. That's what's known as a false dichotomy in beginning philosophy. The implication is that one has to either accept projects like Rincon Hill or reject all housing development in the city. I'm for building affordable housing under the existing city zoning regulations on height, density, and parking, rather than waiving these regs to encourage developers to propose overlarge projects and/or overdevelop specific parts of town. Take the Market/Octavia Neighborhood Plan, for example. According to the Plan's DEIR, without the Plan that area's population will grow by 2,225 by the year 2025. With the Plan, the area will grow by 7,620 residents. Why isn't 2,225 more people enough for that area? Why should the city be encouraging that kind of growth in an area that already has 900 new housing units planned for the old freeway parcels? This doesn't include the 450 units an imperial UC wants to put on the old Extension site. (The M/O Plan also encourages 40-story residential highrises in the Van Ness/Market St. area.) That area has just seen a six-lane street open up in the middle of the Hayes Valley neighborhood, along with a new freeway ramp just across the street on Market. What the area needs most is to be left alone to absorb these radical changes. The last thing it needs is an arrogant Planning Dept. piling still more housing development on top of the existing radical changes. It's hard to believe that anyone thinks this is good planning. I don't think rich people are necessarily "crass." In fact, every rich person I've ever met has been rather nice (including my landlords, who are exemplary human beings and fine Americans!). I'm not really "anti-bike." I just think the whole bike fantasy in SF is taking up way too much room in our political life. Riding a bike in the city will always be too dangerous and/or impractical for any but a small minority. The bike fanatics are taking lanes from motorized traffic even though the number of cyclists doesn't begin to justify that. They also want to eliminate parking spaces when new housing units are built. The end result of this sort of thing makes traffic worse for everyone just to satisfy the city's goofy progressive ideology that values the idea of bikes more than reality-based planning and traffic management in a city that has more than 464,000 registered motorized vehicles. And there this outrageous result of the bike fantasy: The Board of Supervisors and the Planning Commission both voted unanimously to make the 400-page Bicycle Plan part of the General Plan with no environmental study, even though that plan means radical changes to the city's streets and buildings. This is the triumph of crackpot "progressive" ideology over reality. What's shocking to me is that I'm one of the few people to recognize these realities. By the way, Tys, do you still support UC's plan to put 450 housing units on the old Extension site? During last year's D5 campaign, Julian Davis and I were the only candidates of the 22 that opposed the grotesque proposal, which I also found rather shocking.

well thought criticism whether I agree or not. Thank you Rob. Commission appointments are the afterlife of termed out policians and seeing the willingness of the Sup. to further his polical agenda without ethical consideration should send a warning to the Senate Rules Committee about Ross and the California Coastal Committee. Don't forget his attempt to push thru a zoning change in the Lower Haight for the sake of the Vapor Room pot store. A change that would have affected hundreds of rent controled units.
